Katarzyna Żukrowska (Warsaw School of Economics, Poland)

Prof. Katarzyna Żukrowska is economist and political scientist, expert on international relations, economic and political. Professor of economics. She is a director of the International Affairs Institute at Warsaw School of Economics and head of the International Security Department.

Author of over 500 publications published in Polish, English, Russian, German and French. The most important trends in her scientific studies include: economic aspects of armaments and disarmament, development issues, international aspects of the transformation, the relationship between politics and the economy and European integration issues of convergence and financing for development, the general budget of the European Union and EU monetary integration.

Work as expert for international organizations: 2005-2008 – European Commission; 2004-2005 – EU; 2002 – EU; 2002 – NATO expert on transformation; 1996 – EU; 1991-1996 – NATO; 1982 – UN; 1983 – OECD; 1980-81 – UN. Adviser to the Head of Scientific DG of the EU Commission – J. Potochnik: since 2005-2008.

Annette Hughes (Head of DKM Economic Consultants, Ireland)

Annette Hughes joined DKM in 1993, having previously worked for John Laing plc, BP Ireland and lectured in economics at the University of Limerick. She is a graduate of University College Cork and is a Director at DKM. Annette is an expert on the Irish construction and housing industries as well as on energy, with particular focus on their interactions with demographics and regional development. She has sat on and advised State boards and councils, including the National Competitiveness Council and latterly, FÁS, the national training agency. She has also acted as an expert witness in cases dealing with complex economic issues.

James Hastings (Head of Construction Futures, Experian, UK)

James has specialised in research and analysis of the construction industry for the past 24 years, both at the National Economic Development Office and as a founder member of Construction Forecasting and Research, with whom he has filled a number of roles over the years. He is now head of construction futures in Experian’s Economics Unit and currently sits on the Department for Business, Innovation and Skills’ Consultative Committee on Construction Industry Statistics. James has managed the Construction Industry Training Board’s (CITB) rolling five-year employment forecasting model since 2005 and is currently involved with the development of an infrastructure cost inflation model for Infrastructure UK, an adjunct of HM Treasury.

Anders Bjerre (Senior Futurist, CIFS, Denmark)

Anders Bjerre has followed the construction field for the last two decades, working on a number of projects related to most types of construction, including housing, most types of non-residential construction, and civil engineering, from airport planning to rail & road, sewers, telecoms and a number of others. He is a macroeconomist and futurist, working as a Senior Executive Consultant at The Copenhagen Institute for Futures Studies since 1976, responsible for EUROCONSTRUCT since the millenium.

Jacek Łaszek (Head of the real estate department in the National Bank of Poland)

Jacek Łaszek is a housing finance economist with domestic and international experience. From 1994, as a Project Manager of the Housing Finance Project of the Polish Government and the World Bank, he has worked with developers, banks, and construction companies in the Polish housing sector. Dr Łaszek has conducted studies on the housing finance systems in Poland and in other countries of Central and Eastern Europe. In 1990 – 92 , as an advisor of deputy premier L. Balcerowicz , he worked on transformation of polish housing finance system. Since 1998 work in Bank Śląski (ING Group) as an advisor with mortgage department, savings and loan and mortgage bank. Since 2001 became an advisor to the president of the polish central bank (NBP) L. Balcerowicz. Since 2006 become a manager of real estate unit in the central bank which developed and managed official statistical program of real estate price monitoring in Poland. This studies are conducted from stability of financial sector and monetary policy point of view. Jacek Łaszek is a professor in Warsaw School of Economy (university of economy) and provide lectures of real estate, finance and economy. He work as a consultant for domestic and international institutions.

Jerzy Kwieciński (President of the European Foundation Centre for Entrepreneurship)

President of the European Foundation Centre for Entrepreneurship and entrepreneur. An expert in the field of development policy, regional policy, innovation, entrepreneurship, public-private partnerships, information society, the functioning of the European Union and EU funds, both from the EU institutions, Polish public administration and the private sector and NGOs.

An expert of the World Bank, UNDP, the UNGC, the European Commission and others. He was the Minister of regional development in the Shadow Cabinet Economic of the Business Centre Club. Chairman of the Warsaw Chamber of Commerce. Chairman of the Cooperation Fund Foundation. Vice-Chairman of the UMTS Convent. Member of the Board of the Foundation Centre for Entrepreneurship Support in Sandomierz. Chairman of the Supervisory Board of the Airport Rzeszów-Jasionka.

Deputy Minister of Regional Development in 2005-2008, responsible for coordinating national development policy and the preparation of strategic and operational documents, including the National Development Strategy 2007-2015 and the National Cohesion Strategy 2007-2013 and Chief Negotiator with the European Commission. Longtime employee of the European Commission. The former university teacher and researcher.

Anna Górczyńska (Director of the Centre for Public Procurement and Public-Private Partnership, University of Lodz)

Dr. Anna Górczyńska, assistant professor in the Department of European Economic Law at the Faculty of Law and Administration, University of Lodz. Head of the Center for Public Procurement and Public-Private Partnership, established at the Faculty of Law and Administration, University of Lodz.

She gives lectures and numerous academic trainings for entrepreneurs and employees of central and regional administration. She has also lectures abroad in Germany (Berlin, Giessen) and Italy (Bologna, Bari). She participated as a speaker in international conferences, among others, in Denmark (Public Procurement Global Revolution V, Copenhagen), China (International Public Procurement Forum, Beijing), Great Britain (Public Procurement Global Revolution VI, Nottingham), Ireland (IPPC6, Dublin). Dr. Anna Górczyńska also carries out international research and is the author of numerous publications in Polish, English and German. She has also developed a number of expert and legal opinions, in particular in the field of public procurement, as well as various aspects of European economic law.

Paweł Łukowski (Head of Department of Building Materials Engineering of Warsaw University of Technology)

Paweł Łukowski graduated at the Faculty of Chemistry of Warsaw University of Technology (1987); since that time he is the scientific and didactic worker of the Faculty of Civil Engineering (currently at the position of professor). Ph.D. in construction in 1995, D.Sc. in 2008. Since 2012 at the position of the Head of Department of Building Materials Engineering.

Professor Łukowski’s science activity is focused mainly on the material modification of concrete, including use of admixtures, polymer and mineral additions and resin binders. His area of interest also covers materials and systems for repair and protection of concrete structures.

He is an author or co-author of about 150 publications in scientific and technical journals and conference proceedings. He was a member of Scientific and Programme Councils and/or invited speaker on several Polish and international scientific and technical conferences.

In 2012 elected vice-chairman of Section of Building Materials Engineering in the Committee for Civil and Water Engineering of Polish Academy of Sciences. He is also a member of Section of Polymer Materials in the Committee for Materials Science of Polish Academy of Sciences and member of the Committee for Buildings Durability of Polish Association of Construction Engineers. In 2007-2010 he was a member of the External Experts Team of the National Programme Foresight Poland 2020. He is active member of the Technical Committee No. 274 „Concrete” of the Polish Committee for Standardisation – translator and verifier of European Standards introduced in Poland. Paweł Łukowski is a member of the editorial staff of the Polish journal „Roads and Bridges” as well as a member of the Scientific Council of the Polish journal „Concrete, Technologies, Architecture”. He was awarded several times by Ministry of Construction and by Rector of Warsaw University of Technology for the scientific and didactic achievements, including Medal of the Committee for National Education (2009).

Tomasz Grosse (Professor, University of Warsaw)

Tomasz G. Grosse is a sociologist, political scientist and historian. He is a professor at the University of Warsaw. An expert at the Sobieski Institute and the Kosciuszko Institute. He specializes in the analysis of economic policies in the EU and the Member States, as well as in public management. He recently published “In search of geo-economics in Europe”, ISP PAN, 2014 and edited the book “Between politics and the market. The crisis of the European Union in the analysis of economists and political scientists” Lazarski University, 2013.
